Huaihua accelerates the pace of specialty agricultural products "going global."
On October 10, inside the Lan Feng Huang Fruit Processing Plant in Yanmen Town, Mayang Miao Autonomous County, Huaihua, Hunan, an intelligent sorting line was running at high speed. Red-hearted kiwis were precisely sorted into baskets by weight and size, then swiftly packed and loaded onto trucks.
"This batch of red-hearted kiwifruits for export totals over 1,000 pieces, with a value of 176,000 yuan, and will be shipped to Malaysia," introduced Lei Huaying, the head of Mayang Lanfenghuo Agricultural Development Co., Ltd.
Currently, Maoyang is in the peak season for its red-hearted kiwifruit harvest, with orchards spanning tens of thousands of mu across the county bursting with ripe, luscious fruit hanging from the branches. Drawing on her successful experience exporting Maoyang’s specialty products like yellow peaches and poultry eggs, Lei Huaying is now targeting the region’s highly sweet and nutrient-rich red-hearted kiwifruits, actively expanding into international markets. "Huaihua International Land Port has significantly streamlined the export process for mountainous-area agricultural products," she notes. "This year, our 'trial run' of Bingtang oranges in Malaysia received an excellent response, boosting our confidence even further as we look to unlock broader international opportunities for Maoyang’s red-hearted kiwifruits."
According to reports, as the "Home of China's Ice Sugar Oranges," Mayang oranges—renowned for their distinctive flavor—have steadily gained popularity in overseas markets in recent years. In the first eight months of this year, Huaihua city exported over 56 million yuan worth of fruits, with destinations spanning Southeast Asia and other regions. Meanwhile, the region's "Longevity Village"–famous for its selenium-rich eggs—has successfully captured the hearts of consumers in Hong Kong, Macao, and other parts of China thanks to their exceptional quality.
To facilitate the smooth export of agricultural products, Huaihua Customs—under the jurisdiction of Changsha Customs—has established a "Rural Support Export Task Force." The team has been actively engaging with businesses and farmers, conducting on-site visits and surveys in fields and rural areas to identify bottlenecks, pain points, and challenges in agricultural product exports. Building on this insight, they have innovatively implemented a reform initiative called "Guide and Register a Batch, Provide Free Testing for a Batch, and Promote Exports for Another Batch." To date, they have helped register 41 fruit and vegetable production bases, officially filed 12 fresh fruit packaging plants for export, and recommended four registered orchards—located in countries such as Russia and Thailand—to international markets.
To safeguard the "freshness" of its agricultural products, Huaihua Customs has launched a "high-speed mode" for specialty fresh and live produce, rolling out reforms such as "advance declaration," "fruit and vegetable consolidation + centralized declaration" direct supply initiatives, and implementing convenient measures like an "green channel" for agricultural exports and "7×24-hour" appointment-based customs clearance—resulting in nearly a 30% reduction in clearance time. Meanwhile, in collaboration with the tax authorities, the customs has jointly addressed the issue of export tax rebates for eggs, helping Huaihua's fresh egg exports reach 52.352 million yuan in the first eight months, a remarkable 12-fold increase year-on-year.

"By fully leveraging our advantages in foreign trade data, we’ve conducted thorough analyses of market insights from ASEAN, Central Asia, and other regions, actively helping enterprises connect with potential partners and organizing their participation in overseas exhibitions. To date, we’ve guided more than 10 agricultural product processing companies to shift from domestic sales supply to self-managed export operations," introduced Wang Youhua, Director of Huaihua Customs, which operates under Changsha Customs. Additionally, Huaihua Customs has set up an agri-food product laboratory that provides free testing services—covering areas such as pesticide residues, heavy metals, and preservatives—for businesses. Over the past two years, this initiative has helped companies save over 1.5 million yuan in testing costs.
