13.6 tons of Mayang high-quality kiwifruits exported to Malaysia for the first time; Huaihua Customs introduces a new video-inspection model, providing precise support for the export of specialty agricultural products.

Huaihua Daily All-Media Report On October 24, staff from the production and processing workshop of Mayang Lanfeng Agricultural Development Co., Ltd. collaborated with customs inspectors from Huaihua Customs via a video link through the "International Trade Single Window" to conduct a remote visual inspection of a batch of high-quality kiwifruits—totaling 13.6 tons—including aspects such as fruit quality, quantity, packaging, and labeling. This marked the first shipment inspected under Huaihua Customs' implementation of the General Administration of Customs' reform on the "negative list" for remote local inspections.

Lei Huaying, General Manager of Mayang Lanfeng Agricultural Development Co., Ltd., said: "The video inspection of this batch of goods took only 15 minutes, significantly cutting down on the travel time for customs officers compared to the previous on-site inspection method. Overall, this streamlined process has reduced the inspection and certification time by about 80%, boosting cargo logistics efficiency while lowering business costs."

This batch of kiwifruits has passed inspection and quarantine successfully and has smoothly departed for Malaysia, marking the successful entry of Mayang kiwifruits into a new international market—and adding a vibrant highlight to the initiatives of "bringing local products overseas" and "boosting farmers' incomes."

Mayang boasts a mild climate and abundant water resources, making it an ideal location for kiwi fruit cultivation. The kiwis produced here are renowned for their perfectly shaped fruits, delightfully sweet taste, and rich nutritional value. In 2025, the county’s total kiwi planting area reached 20,000 mu, with an output of 22,500 tons and an estimated production value of 352 million yuan—representing a year-on-year growth of 1.7%. In recent years, by adopting high-standard, large-scale production management practices and implementing advanced techniques such as biological pest control and organic fertilization, the quality of Mayang’s kiwis has significantly improved. These brownish-yellow, oval-shaped kiwis burst with sweetness the moment they touch your palate, leaving you craving more. Previously, however, due to kiwi growers and producers lacking a deep understanding of international market inspection and quarantine requirements as well as customs clearance procedures, Mayang’s kiwis faced certain challenges in entering overseas markets.

After learning about local enterprises' export intentions, Huaihua Customs took proactive measures, offering forward-thinking services by implementing initiatives such as "guiding registration for one batch, providing free inspections for another, and facilitating exports for a third." These efforts are helping Huaihua's fresh fruits go global. To assist businesses in securing orders, Huaihua Customs officers have been visiting kiwi fruit-growing bases to provide policy guidance and conduct assessments for registering orchards exporting fruit. They’re also strengthening monitoring of pests and diseases, tightening controls over chemical inputs, and bolstering the establishment of traceability management systems—ensuring from the very beginning that exported kiwis meet the stringent import requirements of destination countries.

Addressing the technical trade measures—such as phytosanitary requirements and labeling regulations—specific to target markets, the customs authorities have provided enterprises with comprehensive policy interpretations and technical guidance. This has enabled them to effectively tackle various technical challenges during the export process, successfully overcoming critical trade barriers. To ensure efficient and seamless clearance for fruit exports, Huaihua Customs has established an "Green Channel" specifically for agricultural product exports, implementing convenient measures like "priority testing, remote inspection, and rapid certification." These initiatives have streamlined the regulatory process, significantly boosting clearance efficiency, minimizing both inspection and quarantine processing times, and reducing cargo dwell time at the port. As a result, the freshness of kiwifruits is better preserved, while also helping businesses cut down on logistics costs.

Wang Youhua, Director-General of Huaihua Customs, stated that the next step will be to continuously deepen the "delegation, regulation, and service" reform, innovatively optimize customs clearance and supervision models, and further implement initiatives such as "Direct Delivery of Policies by the Director-General," "Guiding a Batch for Filing, Providing Free Testing for Another Batch, and Facilitating Exports for Yet Another Batch." These measures aim to support more high-quality agricultural products like Mayang kiwifruit in expanding overseas markets and achieving global success.
